Jan Erling Klausen is an Associate Professor at the University of Oslo's Department of Political Science, affiliated with the Faculty of Social Sciences. He holds a Dr. rer. pol. from the University of Oslo (2004) and previously worked as a Senior Researcher at the Norwegian Institute for Urban and Regional Research (NIBR, 1994–2015). His research focuses on local democracy, political participation, comparative local government reforms, and multi-level governance. He leads the DEMRE and TiNDE projects and collaborates with institutions like the University of Aarhus and the Institute for Social Research.
Teaching includes courses on public policy, multi-level governance, and qualitative methods. His work explores municipal amalgamations, participatory arrangements, and democratic innovations. He is part of the Policy, Bureaucracy, and Organization (PBO) research group and has published extensively on Scandinavian governance models, fiscal strategies in local reforms, and citizen engagement mechanisms.
