Stephen Osborne is a Professor of International Public Management at the University of Edinburgh Business School. He serves as Director of the Centre for Service Excellence and is a Fellow of the Edinburgh Futures Institute, where he is developing a new MSc program in Service Management and Design. His career spans over three decades, integrating academic research with practical experience from 15 years as a social work practitioner and manager prior to joining academia in 1990.

Research Interests focus on public service ecosystems, co-production, value creation, and the shift from product-dominant to service-dominant logic in public management. His work bridges theory and practice, emphasizing citizen engagement and innovation in public services.
Scientific Awards include a best paper award from the European Academy of Management, two outstanding contribution awards from IRSPM and PMRA, and an honorary doctorate from Corvinus University. He has published extensively in top journals like Public Administration and Public Money & Management, and edited influential book series and handbooks.
Projects include ESRC-funded initiatives on public service reform, sustainability reporting for third-sector organizations, and international collaborations with institutions such as Fudan University. His articles reflect trends in service management, ecosystem approaches, and policy innovation.
