Stephen Louis is a Distinguished Adjunct Professor of Law at New York Law School and Distinguished Fellow and Counsel at the Center for New York City and State Law. He has served in this capacity since 2013, co-teaching the course State and Local Government Law. Previously, he was an adjunct professor at Columbia Law School.

His career spans nearly four decades in local government law, primarily at the New York City Law Department. He specialized in advising mayoral administrations and municipal officials on legal frameworks for policy initiatives, drafting legislation, and promulgating agency rules. His work includes the landmark 1988 New York City Campaign Finance Act, one of the nation’s first municipal public campaign financing laws.
Louis has held leadership roles such as Chief of the Legal Counsel Division and Executive Assistant Corporation Counsel. He collaborated with the County Attorneys’ Association of New York and the International Municipal Lawyers Association, serving as President of the former. His expertise in municipal law, legislative drafting, and public policy is reflected in his academic and professional contributions.
