Dr Stefanie Pukallus is a Lecturer at the Centre for Freedom of the Media (CFOM) within the Institute for Global Sustainable Development at the University of Sheffield. She co-directs research at CFOM and is affiliated with the Interdisciplinary Centre of the Social Sciences (ICOSS).
Her academic journey includes a BA in Public Administration and International Affairs, postgraduate studies in public and political communication, and a PhD focused on the European Commission’s public communication of European citizenship since 1951. She has collaborated internationally, including as a visiting research fellow at the European University Institute (EUI) in Florence (2017) and as part of the EUI’s Oral History Team.
Her research spans two key areas: (1) the historical evolution of European civil values and public communication strategies since 1951, exemplified by her work on the monograph 'The Building of Civil Europe 1951-1972', and (2) the role of factual mass media in civil society building in post-conflict contexts, particularly in African countries. She also explores comparative approaches to media freedom and institutional challenges, including the politics of impunity and the UN Plan of Action on the Safety of Journalists.
Stefanie has held professional roles in the European Commission’s press relations and the French Ministry of Economy’s public campaigns bureau, contributing to institutional communication strategies. Her work bridges academia and policy consultancy, focusing on practical applications of media-driven civil norm building.
