Shannon Portillo is a Professor and Director of the School of Public Affairs at Arizona State University’s Watts College of Public Service & Community Solutions. She holds the Lattie and Elva Coor Presidential Chair and is a Fellow at the Center for Organization Research and Design (CORD). Her email is s.portillo@asu.edu. Portillo earned her PhD from the University of Kansas.
Her research focuses on how policies, rules, and norms shape public organizations, particularly addressing institutionalized inequities in policing, local government, and the military. She has served on Kansas Governor Laura Kelly’s Commission on Racial Equity and Justice and the Douglas County Board of Commissioners. Her work bridges academic scholarship with practical governance challenges, emphasizing racial and gender equity.
Recent publications explore CRT’s role in public administration, gender dynamics in military mentoring, and bureaucratic representation’s impact on community trust. She teaches courses like Law in Action and Reading and Conference at ASU, focusing on public policy and organizational behavior.
Portillo’s contributions extend beyond academia through policy reviews, leadership in organizational reforms, and interdisciplinary collaborations to dismantle structural inequities. Her research underscores the intersection of law, governance, and social justice in public institutions.
