Shana Starobin

Shana Starobin is an Assistant Professor of Environmental Studies and Government at Bowdoin College, and a former Fellow at the Penn Program on Regulation (University of Pennsylvania Law School, 2015-2017). Her research focuses on transnational business regulation and institutional innovation in global environmental governance, particularly examining how producers in developing economies engage in natural resource governance. She is affiliated with the Roux Center for the Environment.

Education: PhD and two Master's degrees in Environment and Public Policy from Duke University (Nicholas School of the Environment and Terry Sanford School of Public Policy), and an AB in History and Science from Harvard College (magna cum laude).

Research interests include transnational environmental policy, agricultural sustainability governance, and the role of certification schemes in global markets. Her current book project explores innovative policy strategies by agricultural producers in the Global South. Shana's work analyzes how private certifications, eco-labels, and grassroots initiatives influence global environmental and social governance frameworks.

Her publications span topics like management-based regulation, transnational policy interactions, and climate governance at subnational levels. Notable awards include her Penn Program fellowship. Teaching focuses on environmental policy, field methods in environmental research, and policy analysis.

Shana's research extends to agroecology practices in Cuba and the legal risks of subnational climate policies. She engages in public outreach through articles on food labeling, certification credibility, and ethical consumption questions.
