Sean Gailmard is the Herman Royer Professor of Political Economy and Vice Chair of the Department of Political Science at the University of California, Berkeley. His research focuses on political institutions, bureaucratic politics, historical political economy, and formal modeling, with a particular emphasis on the U.S. executive branch, separation of powers, and institutional development.
His work includes award-winning books such as Learning While Governing: Expertise and Accountability in the Executive Branch (William H. Riker Prize, 2013) and Agents of Empire: English Imperial Governance and the Making of American Political Institutions (2024). He has published extensively in top journals like the American Political Science Review and American Journal of Political Science.
Professor Gailmard teaches graduate and undergraduate courses in game theory, formal political modeling, and American political institutions. He is affiliated with the Berkeley Center for Political Economy, the Institute of Governmental Studies, and serves as Associate Editor for the Journal of Political Institutions and Political Economy. He co-directs an NSF-funded Summer Institute on Empirical Implications of Theoretical Models.
