Annie Benn is an Assistant Professor of Political Science at Colgate University, having received her PhD from UC Berkeley in 2024. Her research focuses on US political institutions, particularly the executive branch, administrative politics, policy-making, and separation of powers. She employs text analysis, empirical methods, and formal theory to study presidential administration, bureaucratic responsiveness, and polarization.
Her book project introduces novel measures of delegation and discretion in the executive branch, arguing that presidential unilateral actions involve delegation to administrative agencies and that Congress can influence policymaking through this mechanism. This reframes understanding of presidential unilateralism’s role in the separation of powers system.
