Ruairi Macdonald is a Researcher at the Blavatnik School of Government and part-time Faculty of Law member at the University of Oxford. He focuses on sustainable procurement, government contracts, and public policy. His work includes the SPARKS project promoting Net Zero targets in procurement and the Oxford POGO Club, fostering peer learning in procurement practices. He also co-chairs the UK Open Contracting Advisory Group.
Education: PhD in Public Policy (George Washington University), MPhil in Public Policy, LLM in Government Procurement Law (George Washington), LLB (Queens University Belfast).
Research Interests: Net Zero Targets in government contracts, professionalization of public procurement, contract management resilience, and cross-sector partnerships. His work bridges legal frameworks, policy implementation, and socio-economic outcomes.
Grants & Advising: SPARKS project collaboration with Prof. Anne Davies. Engaged in capacity-building initiatives, including缅甸/Myanmar case studies and UK Life Chances Fund evaluations.
