Professor Anne Davies is a Professor of Law and Public Policy at the University of Oxford and Vice-Principal of Brasenose College. She previously served as Dean of the Oxford Law Faculty (2015–2020) and as a Tutorial Fellow in Law at Brasenose College (2001–2015). Her research focuses on public law (particularly government contracts and public service delivery), labour/employment law, and human rights in the workplace. She leads the SPARKS project, funded by the John Fell Fund, exploring net zero targets through government contracts.
- Education: BA (with Gibbs and Martin Wronker Prizes) and D.Phil. from Oxford; Prize Fellow at All Souls College (1995–2001).
Research interests include contractualization in public services, EU and domestic employment law, and remedies in employment disputes. Her publications include Accountability: A Public Law Analysis of Government by Contract (2001), The Public Law of Government Contracts (2008), and recent collaborations like Human Rights at Work (2024).
Awards include election as a Fellow of the British Academy (2024). She sits on editorial boards for journals such as International Journal of Comparative Labour Law and chairs Oxford’s Procurement of Government Outcomes network. She advises the Parliamentary and Health Service Ombudsman and the Welsh Language Commissioner.
