Emma Lecavalier is a Postdoctoral Research Fellow with the Climate Policy Hub at the Blavatnik School of Government, University of Oxford. She leads the development of the Net Zero Regulation and Policy Tracker, a tool assessing global governance alignment with climate goals.

The Net Zero Regulation and Policy Tracker project under her leadership provides annual snapshots of governance frameworks in key economic sectors. This aligns with her broader expertise in climate policy evaluation and multi-level governance dynamics at the intersection of international relations and political science.
