Roxana Andrei is a Guest Assistant Professor in the Department of History at the School of Social Sciences, Political and Territorial Sciences (ESPP), ISCTE – Instituto Universitário de Lisboa. She is also an Integrated Researcher at the Center for International Studies (CEI-Iscte), specializing in International Relations with a focus on energy security, defense, and hybrid warfare.

Her research centers on energy security, defense policy, hybrid threats, and maritime security, with a particular emphasis on the resilience of critical energy infrastructure in Europe. She investigates the geopolitical dynamics of natural gas flows between the EU, Russia, and neighboring states, as well as the military and legal dimensions of protecting offshore energy assets.
The two most recent publications reflect a strong trend in the intersection of energy policy and security studies, combining geopolitical analysis with legal and strategic frameworks. Her work bridges academic research and policy-relevant outputs, targeting both scholarly and institutional audiences in the EU and defense sectors.
She has contributed as a senior expert to projects by the European Defense Agency, including initiatives on sustainable energy for defense and offshore renewable energy integration. Her professional experience includes roles at the Council of Europe and the Organization for Security and Cooperation in Europe, enriching her applied understanding of international security and conflict resolution.
