Robert Knowles is an Associate Professor at the University of Baltimore School of Law, where he has been a faculty member since 2018. His research focuses on the legal and policy implications of the national security state acting as a regulator.

He previously clerked for Judge M. Margaret McKeown of the United States Court of Appeals for the Ninth Circuit and practiced law in New York and Chicago, representing clients in white-collar criminal defense, asylum, complex commercial litigation, and employment arbitration. He also advocated for 16 Yemeni detainees at Guantanamo Bay in federal habeas litigation.
