Rebecca Winthrop is an Adjunct Professor at the Walsh School of Foreign Service, Georgetown University. She specializes in global education policy, focusing on quality education for marginalized children and youth, and the role of education innovations in accelerating progress. She advises governments, international institutions, and NGOs on education strategy.
Her education includes a PhD in Education from Columbia University’s Teachers College (2008), an MA in International Affairs from Columbia’s School of International and Public Affairs (2001), and a BA from Swarthmore College (1996).
Her research emphasizes systemic education reforms, global citizenship, and equitable access. She has led initiatives such as the UN Secretary-General’s Global Education First Initiative Technical Advisory Group and co-led UNESCO’s Learning Metrics Task Force, engaging over 100 countries to redefine education measurement. She also contributed to the G-20 Education Task Force and the Mastercard Foundation’s Youth Learning Advisory Committee.
Her advisory roles include board memberships at multiple global education organizations, reflecting her commitment to bridging policy and practice in international development.
