Dr. Rebecca Katz is a Professor and Director of the Center for Global Health Science and Security at Georgetown University, with joint appointments in the School of Foreign Service and Georgetown University Medical Center. She specializes in global health security, pandemic preparedness, and health diplomacy. Her work focuses on implementing the International Health Regulations (IHR), biological weapons policy, and strengthening global health governance. Prior to joining Georgetown in 2016, she spent a decade at George Washington University.
Dr. Katz holds a Ph.D. from Princeton University, an M.P.H. from Yale, and a B.A. from Swarthmore College. She has contributed over 100 peer-reviewed manuscripts and five books on topics like pandemic preparedness, legal epidemiology, and One Health approaches. She has advised the U.S. Department of State on pandemic response and biological security, including during the 2020–2021 global pandemic.
Her research emphasizes policy analysis, legal frameworks, and interdisciplinary collaboration to address emerging health threats. Notable contributions include co-convening the first International Conference on Global Health Security (2019) and developing tools like the Outbreak Atlas for tracking disease responses. She advocates for integrating health security into urban planning and global development initiatives.
