Dr. Ralf Lindner serves as Head of the Department of Policy and Society at the Fraunhofer Institute for Systems and Innovation Research (ISI) in Karlsruhe, Germany. He also coordinates Technology Assessment and Governance initiatives. His career includes roles such as Professor for Political Science at Quadriga University Berlin (2011-2013) and senior researcher at Fraunhofer ISI (2011-2019). Lindner holds a PhD in Political Science from the University of Augsburg, focusing on internet-based communication strategies of intermediary organizations in North America.
His research expertise spans policy analysis in science, technology, and innovation; governance of emerging technologies; responsible research and innovation (RRI); electronic democracy (e-participation); and federal systems governance. Notable projects include the 'REINFORCING' initiative for inclusive innovation transitions and contributions to mission-oriented innovation policies.
Lindner has authored over 150 publications, including books like Technology Assessment in a Globalized World (2023) and co-edited volumes on e-democracy. His work received the University of Augsburg Award in 2006. He advises on strategic innovation policies, including Germany's High-Tech Strategy 2025 and mission agency frameworks. Lindner collaborates internationally, contributing to EU-funded projects like SUPER MoRRI and ORRI.
