R. Shep Melnick is the Thomas P. O’Neill, Jr. Professor of American Politics at Boston College, specializing in courts, public policy, and administrative law. He holds a PhD from Harvard University and has previously taught at Harvard and Brandeis. Co-chair of the Harvard Program on Constitutional Government, he has authored seminal works on Title IX, educational equity, and regulatory policy.
