Dr. Pim Albers is a Senior Visiting Fellow in Rule of Law and Justice at the School of Law, Cyprus Campus of the University of Central Lancashire (UCLan Cyprus). He holds a PhD in Public Administration and Law from Tilburg University (1996) and a Master’s in Public Administration from Erasmus University Rotterdam/Leiden University (1990). His research focuses on evaluating judicial reforms in Eastern Europe, Asia, and the Middle East/North Africa, measuring Rule of Law, and enhancing justice sector efficiency and quality. He has extensive experience in roles such as Senior Policy Adviser at the Dutch Ministry of Justice, World Bank project leader, and European Commission Special Adviser.
His research interests include comparative judicial systems analysis, court quality policies, e-justice, and monitoring judicial reforms. He has authored/co-authored numerous publications, including works on Serbia’s judicial reforms, EU judicial cooperation frameworks, and mediation practices in the Netherlands. Albers is a Regional Vice-President (Europe) of the International Association for Court Administration (IACA) and teaches at the EU-POP Summer School.
Key collaborations include projects with the World Bank, Council of Europe, and The Hague Institute of Justice. His work emphasizes evidence-based approaches to improving judicial systems globally, combining empirical research with policy implementation insights.
