Phyllis M. Paul serves as Dean of the Cliffe College of Creative Arts and Professor in the Dana School of Music at Youngstown State University. She holds a Ph.D. in Music Education and has dedicated her career to advancing academic leadership, arts accessibility, and music pedagogy.

Her research emphasizes children’s aesthetic experiences with music, music teacher preparation and continuing education, and pre-school at-risk populations. She explores how music fosters emotional development, equitable education strategies, and innovative pedagogical frameworks.
Phyllis previously served as Associate Dean for Graduate and Undergraduate Studies and Head of Music Education at the University of Oregon for 13 years. She has held leadership roles in the National Association for Music Education (NAfME), including Chair of the Affective Special Research Interest Group (SRIG) and Northwest Division Representative for the Early Childhood SRIG.
At YSU, she collaborates with campus and community stakeholders to expand curricular and co-curricular arts opportunities, advance facilities and technologies, and lead initiatives such as the Pipino Performing Arts Series and The Cultural Alliance. She also co-authored Winds and Hymns: Resource Guide to Hymns, Chorales, and Spirituals in Select Wind Band Literature (Meredith Music).
