Phoebe Li serves as a Senior Lecturer in Law and Deputy Director of the Sussex Centre for Information Governance and Regulation (CIGR) at the University of Sussex, with additional affiliation to the HeLEX Centre for Health, Law and Emerging Technologies. An internationally recognized expert, she collaborates across jurisdictions on science and technology regulation and has consulted for the WHO, WIPO, UK/EU Parliaments, UKIPO, and Taiwan Food and Drug Administration.
Her research focuses on:
- Legal frameworks for AI in autonomous vehicles, health, and social care
- Regulatory landscapes for gene editing, iPSC, and 3D bioprinting
- Mass customization governance in bioprinting
- Antimicrobial resistance (AMR) policy development
Current leadership roles include:
- Principal Investigator: EPSRC project on 3D bioprinting governance
- Co-investigator: UKRI/EPSRC Regulating Trustworthy Autonomous Systems (TAS) project
- Co-investigator: ESRC/Leverhulme Biomodifying technologies projects

Dr. Li drives multi-stakeholder policy dialogues to shape global regulatory standards for emerging health technologies through evidence-based governance approaches.
