Philippe Perchoc is a Visiting Professor at the College of Europe’s Interdepartmental European Advanced Studies (IDEAs) program and serves as a thematic advisor to the Director General of the European Parliamentary Research Service (EPRS). Based at the Jean Monnet House in Paris, he oversees the EPRS Jean Monnet seminars. Previously, he coordinated the European Parliament’s dialogue with religious and philosophical organizations (2019–2021) and was a policy analyst at EPRS focusing on enlargement and neighborhood policies since 2015. He holds a PhD in Political Science from Sciences Po Paris (2010), examining post-1991 Baltic foreign policies, and conducted postdoctoral research as a Marie Curie Fellow at UCLouvain (2012–2015).
His research interests center on EU enlargement dynamics, memory politics, and the Baltic States’ role in European integration. He has published extensively on topics including EU institutional memory frameworks, Brussels’ symbolic urban landscape, and the interplay between national and EU narratives. His work bridges academic analysis with policy-oriented studies, particularly on Baltic-European relations and the EU’s evolving external policies.
Perchoc’s academic contributions include co-editing volumes on European memory politics and advising on EU neighborhood strategies. His interdisciplinary approach integrates historical analysis, political theory, and policy evaluation to address contemporary European challenges. He has taught at Sciences Po Paris and Sorbonne Nouvelle University, emphasizing simulation-based learning in European studies.
