Philip N. Howard is a Professor of Internet Studies at the Oxford Internet Institute and a Professorial Fellow at Balliol College, University of Oxford. He holds courtesy appointments as a Professor at the University of Washington’s Department of Communication and as a Fellow at Columbia University’s Tow Center for Digital Journalism. His research focuses on digital media’s role in civic engagement, social control, and governance, with notable contributions to computational propaganda studies. He earned his B.A. in Political Science from Innis College (University of Toronto), M.Sc. in Economics from the London School of Economics, and Ph.D. in Sociology from Northwestern University.
Howard’s work has been supported by grants from the European Research Council (ERC), National Science Foundation (NSF), U.S. Institute of Peace (USIP), and Intel. His awards include the ERC Consolidator Award and the National Democratic Institute’s Democracy Prize. He has authored ten books, including Pax Technica and Lie Machines, and over 120 academic articles. His research explores topics like social media disinformation, algorithmic governance, and the political economy of digital networks.
Key projects include the Project on Computational Propaganda and the DemTech Initiative. He has testified before U.S., U.K., and EU bodies on misinformation’s impact on democracy. As a Visiting Fellow at Harvard’s Kennedy School, he continues addressing challenges posed by digital technologies to democratic systems.
