Professor Philip N. Howard is a Statutory Professor at Balliol College and Director of the University of Oxford’s Programme on Democracy and Technology. He holds affiliations with the Departments of Politics and Sociology. His research focuses on technology’s impact on democracy, computational propaganda, and AI governance. He has led major projects at the Oxford Internet Institute (OII), including the Oxford Commission on AI and Good Governance.
Howard’s interdisciplinary work bridges engineering, sociology, and law, with funding from the National Science Foundation and European Research Council. He has published extensively, including the award-winning book Lie Machines (2020), and contributes to policy debates via outlets like the Financial Times. He advises governments and international bodies on technology and democracy, and co-founded Pattrn.AI Analytics & Intelligence.
His research teams investigate topics like AI in public service, vaccine misinformation, and digital repression. Notable awards include the National Democratic Institute’s Democracy Prize and Foreign Policy’s Global Thinker title. Howard does not currently supervise OII students but has mentored over 20 researchers listed here.
