Paul Zakkour

Paul Zakkour serves as a Visiting Senior Fellow at the Grantham Research Institute on Climate Change and the Environment, London School of Economics and Political Science (LSE). He concurrently holds key roles as Consulting Director at Carbon Counts (16+ years), Technical Advisor on Carbon Management and Carbon Markets at the International Emissions Trading Association (IETA), and member of the UNFCCC Secretariat's Roster of Experts for Article 6.4.

He earned a PhD in environmental technology from Imperial College London.

His research specializes in designing climate policy frameworks, with deep expertise in carbon pricing mechanisms, carbon capture and storage (CCS), negative emissions technologies (NETs), and MRV systems for carbon removals under the Paris Agreement. Work spans Europe, Asia-Pacific, North America, Middle East, and Africa, covering nationally determined contributions (NDCs), long-term low emissions development strategies (LT-LEDS), and low-carbon project finance.

Through Carbon Counts, IETA, and UNFCCC collaborations, he drives international climate policy development and carbon market implementation, focusing on regulatory integration of emerging carbon management technologies.
