Paul Martyn Bacon is a Professor at Waseda University’s School of International Liberal Studies and Faculty of International Research and Education. He studies the European Union (EU) as an international actor, focusing on human security, human rights, EU-Japan relations, and the Sustainable Development Goals (SDGs). His research explores norm diffusion, democratization, and anticipatory governance frameworks.

Bacon has published extensively on EU foreign policy, including co-authored books like The EU’s Foreign Policy: What Kind of Power and Diplomatic Action? and The EU and Japan in a Fluid Global Order. His 2022 article in the Journal of Common Market Studies examines EU-ILO partnerships in combating forced labor in Thailand.
