Hidetoshi Nakamura is a Professor at the Faculty of Political Science and Economics and affiliated with the Graduate School of Economics at Waseda University. He serves as Director of the Waseda Institute for EU Studies and contributes to the Waseda Center for a Carbon Neutral Society as a concurrent researcher.

Research Interests focus on International Relations, Regional Integration (particularly EU and APEC), and Liberal International Order dynamics. His work examines the EU’s role as a civilian power, norm diffusion in Southeast Asia, and G7 system evolution.
Publications bridge theoretical analysis (e.g., civilian power concepts, anticipatory governance) with empirical studies on EU-Japan relations, security communities, and global governance challenges like climate change and cyber-security.
Research Leadership includes directing the Core-to-Core Program (2018-2024) and managing grants such as JSPS KAKENHI projects on EU-Japan security cooperation and norm localization.
