FUKUNAGA, Yuka is Professor of International Law at Waseda University’s Faculty of Social Sciences and a leading Japanese authority on WTO law and investment arbitration. She combines an academic career at Waseda since 2000 with high-level practitioner experience at the WTO Appellate Body Secretariat and the Permanent Court of Arbitration, and currently sits on the ICSID Panel of Arbitrators and the WTO Indicative List of Panelists.

Research Focus:
Her work sits at the intersection of public international law and international economic governance, with particular emphasis on dispute-settlement mechanisms, trade remedies, and the right of states to regulate in the public interest. Recent projects examine climate-change-related investment disputes, the reform of WTO appellate review, and the concept of “necessity” in economic emergencies.
Publications & Influence:
She has authored or edited more than a dozen books and over seventy peer-reviewed articles and case notes, including recent invited papers on climate arbitration and MPIA appeals. Her 2022 monograph Trade Disputes and the WTO: Case Studies of Rules-Based Dispute Resolution is already a standard reference in Japanese universities.

She serves as Co-Secretary of the Society of International Economic Law, Secretary of the Japan Association of International Economic Law, Vice-President of the Asian Society of International Law (Japan Branch), and Book-Review Editor of the Journal of International Economic Law. She is also a founding Co-Chair of the Japan Chapter of ENERAP (Energy-related Arbitration Practitioners).
