Professor Paul C. Deemer is a Visiting Professor at Queen Mary University of London’s Centre for Commercial Law Studies (appointed 2018) and a Retired Partner in Residence at Vinson & Elkins LLP. He concurrently serves as Adjunct Professor of Law at Vanderbilt University and lectures globally at institutions including the Chinese University of Hong Kong, University of Cambridge, and Technische Universität Berlin. His expertise spans U.S. energy law, project finance, and international energy policy.
Education: B.A., Vanderbilt University (1969); J.D., Vanderbilt University (1975). Admitted to practice in Texas and as a Solicitor of the Senior Courts of England and Wales.
Research focuses on energy regulation, infrastructure finance, and international energy agreements. Notably, he co-chaired the Association of International Energy Negotiators (AIEN) committee revising the AIEN Model International Joint Operating Agreement, a global industry standard. Recent teaching includes courses on U.S. Energy Law (QMUL, 2023), Project Finance (Chinese University of Hong Kong, 2024), and International Project Development (Vanderbilt, 2024).
Public engagement includes leadership roles in AIEN and contributions to energy law standards. His work bridges legal frameworks with practical applications in energy sector development.
