Dr. Oscar Vigoa is an Adjunct Professor at Florida International University (FIU), where he teaches courses on global terrorism, homeland security, and capstone projects. He retired after 33 years with the Miami-Dade Police Department (MDPD), holding executive roles such as Assistant Director of Investigative Services and South Operations Division Chief. He holds a PhD in Global Perspectives and Leadership from Lynn University (2010) and a Master's in Public Administration from the University of Miami.
His expertise includes global and domestic terrorism, anti-terrorism strategies, organized crime, and homeland security. He has developed counterterrorism initiatives for major events like the Super Bowl and collaborated with federal agencies on intelligence and community policing. He advises the U.S. State Department on enhancing leadership and reducing violent crime in El Salvador, Panama, Honduras, Puerto Rico, and Costa Rica.
Research focuses on historical perspectives of global terrorism, homeland security strategies, and technological advancements in public safety. He is also recognized for pioneering citizen watch programs to deter terrorism.
