Oonagh Breen is Professor of Law at University College Dublin's School of Law, specializing in NGO law, governance, and social change. She researches comparative charity regulation and nonprofit-state collaboration in public policy, with expertise spanning Ireland, UK, Australia, New Zealand and Canada.
Breen chaired Northern Ireland's Independent Review of Charity Regulation (2021-2022), whose recommendations were adopted by government. As President of the International Society for Third Sector Research (2021-2023) and former Chair of the International Centre for Not-for-Profit Law, she influences global nonprofit governance standards.
Her 2024 Voluntas article analyzes charity law reform processes across six jurisdictions, identifying tensions in charity definition and advocacy regulation. Earlier books include 'Regulatory Waves' (2017) on state/self-regulation balances and 'Law of Charities in Ireland' (2019), the definitive Irish reference.
Breen serves on the Approved Housing Bodies Regulatory Authority board and advises European Commission projects on nonprofit vulnerabilities. Her research has been recognized through Fulbright and Government of Ireland fellowships, Lillian Goldman Scholarship, and Potter Foundation Fellowship.
