Odeta Barbullushi serves as Resident Professor in the Department of European Transformation and Integration Studies at the College of Europe, Tirana Campus, bringing extensive diplomatic and academic expertise to her role. A former Deputy Minister of Foreign Affairs and Chief of Cabinet to Albania's Minister for Europe and Foreign Affairs (2015-2019), she combines practical governance experience with scholarly research.
Her academic credentials include a PhD in Russian and East European Studies from the University of Birmingham, United Kingdom, forming the foundation for her specialized research focus.
Dr. Barbullushi's scholarly work centers on European Union policy frameworks and regional dynamics in Southeastern Europe, with particular emphasis on:
- EU enlargement processes and accession strategies
- European security architecture and foreign policy implementation
- Regional cooperation mechanisms in the Western Balkans
- Socio-political transformation trajectories
- State-building challenges in post-communist contexts
- Common Regional Market integration initiatives
Prior to her government service, she held significant academic leadership as Vice Rector for Research at the European University of Tirana, where she also served as full-time Lecturer. Her governmental roles included critical responsibilities as Advisor on EU Integration, Regional Cooperation Sherpa to the Albanian Prime Minister, and oversight of Albania's EU accession portfolio and Western Balkans summit preparations.
