Dr. Moritz Baumgärtel is an Assistant Professor at Utrecht University School of Law, specializing in international migration law and human rights. His research examines how local authorities implement human rights norms in migration governance.
Baumgärtel's work focuses on vulnerability theory in migration contexts, local implementation of human rights, and municipal responses to migration challenges. He investigates how cities develop divergent strategies from national migration policies.
His publications consistently address the role of local authorities in migration governance and human rights protection. Recent work examines legal strategies in migration litigation and the application of vulnerability concepts in human rights frameworks.
Baumgärtel co-directs the Master in Multilingualism and Language Acquisition and teaches the interdisciplinary course 'Language, Law, Rules and Interpretation'. He has held visiting positions at UCLA, Vienna University, and Cambridge University.
