Evelien Brouwer is an Assistant Professor in Constitutional Law at the Utrecht University School of Law, affiliated with the Montaigne Centre for the Rule of Law and Administration of Justice. She holds a PhD from Radboud University Nijmegen (2007) and has extensive experience in migration law, having previously worked at the Amsterdam Center for Migration and Refugee Law (2012-2021). Her research focuses on migration governance, digital borders, human rights, and legal remedies in EU asylum and migration policies.

Publications span over 139 entries (2007-2024), focusing on EU legal frameworks, fundamental rights in migration contexts, and critiques of emerging technologies. Awards include the Fernand Braudel Fellowship (2019). Teaching includes constitutional and administrative law at Utrecht University.
