Michelle P. Connolly is a Professor of the Practice of Economics at Duke University's Trinity College of Arts & Sciences. She serves as Director of the Honors Program in Economics and chairs the Arts & Sciences Committee on Curriculum. Previously, she held leadership roles at the Federal Communications Commission (FCC) as Chief Economist and at the Federal Reserve Bank of New York. Her expertise spans telecommunications policy, international trade, and development economics.
Education: Ph.D., M.Phil., M.A., and B.A. in Economics from Yale University (1990–1996). Notable recognitions include the 2023 Distinguished Service Award from the Public Utility Research Center and the Howard D. Johnson Teaching Prize.
Research focuses on spectrum policy, broadband competition, and regulatory economics. Key contributions include analyses of FCC incentive auctions and the economic impacts of telecommunications policies. Grants include NSF funding for spectrum-sharing research and pedagogical initiatives.
Advising involves mentoring seven undergraduates and two graduate students in her Spectrum Policy Lab. Professional service includes roles at Phi Beta Kappa, the Duke Alumni Association, and policy conferences on broadband and spectrum management.
