Michaela Hailbronner is a Professor of German and International Public Law and Comparative Law at the University of Münster, Germany. She holds the Chair of German and International Public Law and Comparative Law at the Institute for International and Comparative Public Law and is actively involved in teaching, research, and international academic collaborations.
Education:
- Two German law degrees from the University of Freiburg and the Kammergericht of Berlin
- LL.M. (2010) and J.S.D. (2013) from Yale Law School
Research Interests:
Her research focuses on human rights, comparative constitutional law, and constitutional theory. She explores how public law frames inter-institutional relationships across legal systems, with a strong emphasis on legal history, culture, and theory. Her work also delves into the transformative potential of constitutionalism, both in the Global South and beyond, and examines the role of constitutional courts in defending democracy against populist threats.
Publications and Contributions:
She has authored numerous peer-reviewed articles, monographs, and book chapters. Her first book, Traditions and Transformations: The Rise of German Constitutionalism (Oxford University Press, 2015), won the I.CON Inaugural Best Paper Award 2014. She is currently completing a book project on arguments from failure in public law, forthcoming with Cambridge University Press.

Advising and Collaborations:
She serves on the advisory boards of International Journal of Constitutional Law (ICON) and World Comparative Law (WCL/VRÜ), and as Deputy Secretary General of the International Society of Public Law (ICON-S). She has organized and participated in numerous international workshops and conferences, including the Works-in-Progress Workshop at the University of Münster.
