Michael Luoma is a Research Fellow at Queen’s University, affiliated with the Centre for the Study of Democracy and Diversity (CSDD) and the Institute of Intergovernmental Relations (IIGR). He holds a PhD in Philosophy from Queen’s University (2023), alongside an MA (Queen’s) and BAH (University of Toronto). His research bridges political philosophy with Indigenous-settler relations, focusing on territorial legitimacy, self-determination, and fair negotiation in multinational federal systems. Key themes include Indigenous political authority, treaty negotiations, federalism, and transnational Indigenous communities.
Luoma is a core member of the SSHRC Partnership Development Grant project on Indigenous land claims (2023–2026), collaborating with scholars and Indigenous practitioners to evaluate treaty processes. His work also explores border governance through the IIGR’s 21st Century Borders initiative. Publications span topics like group-differentiated rights for border-straddling Indigenous communities, climate ethics, and historical territorial restitution.
His research emphasizes normative frameworks for resolving territorial disputes and advancing equitable governance models. Current projects address Indigenous climate perspectives and the role of public education in shaping multinational identities.
