Matthew Lee Wiener is a Visiting Distinguished Lecturer of Administrative Law at the University of Pennsylvania Law School. He holds a J.D. from Stanford Law School and an A.B. from William and Mary. His expertise spans administrative law, regulatory frameworks, and federal court dynamics. Currently, he serves as special counsel and research consultant to the Administrative Conference of the United States (ACUS), co-chairing its Council on Federal Administrative Adjudication. Previously, he served in ACUS as acting chair/vice-chair under multiple presidential administrations and as its executive director. Wiener has held roles as general counsel to Senator Arlen Specter, counsel to the U.S. House Judiciary Committee, and partner at Dechert LLP.
His scholarly contributions include the forthcoming Leading Cases in Administrative Law (co-edited with Christopher J. Walker). He co-chairs the American Bar Association’s Adjudication Committee and advises The Regulatory Review, a publication of Penn’s Program on Regulation. Wiener teaches courses on Administrative Law, Regulatory Policy, and Federal Courts at Penn Law.
