Matthew Barlow

Dr. Matthew Barlow is a Lecturer in International Political Economy at the University of Glasgow's Political & International Studies department, joining in 2023. He holds a PhD from the University of York and was previously a postdoctoral research fellow at King’s College London and an Associate Lecturer at the University of York. His research focuses on the political economy of taxation, development, and global governance, with regional expertise in Latin America and Africa. He is a Research Fellow at the Institut Barcelona d'Estudis Internacionals (IBEI) and has conducted visiting research at the Universidad Torcuato di Tella in Buenos Aires.

Key research interests include tax ideologies, the sociology of developing states, gender in political economy, and regionalism. He has contributed to funded projects such as the GCRF-RCUK 'Thanzi la Onse (Health for All)' and explored topics like emergency taxation in Argentina under Kirchnerism. His work emphasizes interdisciplinary approaches to development challenges, integrating health, gender, and policy analysis.

Dr. Barlow’s recent publications analyze regional gender norms during the pandemic, export taxes in Argentina, and the intersection of development and health systems. He advocates for systems thinking in post-pandemic recovery strategies to address gender disparities. His grants include an ESRC-funded project on 'Taxing for Development: Contested Ideas, the State and Export Taxes.'

Teaching responsibilities include co-convening MSc modules on Global Development, Taxation & Finance, Global Development and Human Rights, and an Honours module on Latin American Politics. He supervises PhD students in related fields and collaborates with academic and civil society partners globally.
