Martin Normand is a Postdoctoral Fellow and part-time Lecturer at the School of Political Studies, University of Ottawa. He coordinates the Interdisciplinary Research Group on Active Service Delivery in French and reviews for the journal Francophonies d'Amérique. He is also a media commentator on Canada’s official languages policies, frequently featured on Radio-Canada Ottawa-Gatineau.

Research Focus: Linguistic minority mobilization, official languages policies in Canada, and Francophone community development. Key areas include:
- Active service delivery frameworks for French-language communities
- Healthcare accessibility in minority language settings
- Policy analysis of federal bilingualism frameworks
Media Engagement: Regular contributor to Radio-Canada's French-language affairs commentary, addressing language rights, minority representation, and institutional bilingualism challenges.
Academic Leadership: Manages the Groupe de recherche interdisciplinaire sur les pratiques d'offre active de services en français and oversees peer-review processes for Francophonies d'Amérique.
