Professor Kitchener's research explores how public value is strategically created through collaborative approaches between public services and citizens. His work examines purpose-driven organizational models, the dynamics of co-production, and strategic management challenges in public sector transformation. With particular expertise in healthcare governance systems, he investigates how institutional change occurs in complex public service environments, often bridging critical theory with practical implementation frameworks. His contributions have significantly influenced both academic discourse and public policy development in public management.
His recent publications reveal a clear trajectory toward understanding measurable public value creation and the strategic management of co-production. Kitchener's work increasingly examines business schools' societal roles, virtualization of service delivery during crises, and practical implementation frameworks for citizen collaboration. The research demonstrates evolution from healthcare institutional dynamics to broader public sector applications, with growing attention to actionable strategies for public value realization across diverse service contexts.

He maintains extensive collaborations across European institutions and has influenced policy development through his work on public service innovation metrics and implementation frameworks. His speaking engagements demonstrate active knowledge exchange with policymakers and practitioners.
As Co-Director of PUMAR, Kitchener leads a research team advancing public sector management understanding. His dual role as Chair of Welsh Triathlon and non-executive director of British Triathlon demonstrates applied management expertise across diverse organizational contexts.
