Thomas Entwistle is Professor of Public Policy and Management at Cardiff Business School, Cardiff University. He serves as Director of the undergraduate Business Management suite of programmes and holds significant leadership responsibilities within the Management, Employment and Organisation Section where he is Deputy Head.
His research spans public policy, governance, ethics, and public administration with particular focus on partnership working, intergovernmental relations, and public service efficiency. His work examines how governance structures impact service delivery, organizational behavior in public institutions, and the ethical dimensions of public management.
Professor Entwistle has published extensively in top journals including Journal of Business Ethics, Journal of Public Administration Research and Theory, Public Administration and Urban Studies. His research output shows consistent engagement with public service improvement, as evidenced by his books Public Service Improvement: Theories and Evidence (2010), Public Service Efficiency: Reframing the Debate (2013), and Public Management: A Research Overview (2022).
His recent work demonstrates growing interest in ethical dimensions of management, particularly in healthcare contexts as shown by his 2023 article on the normalization of deviance at Stafford Hospital. Earlier work focused more on partnership working in Wales, local government reform, and the implementation of public service modernization agendas.
Professor Entwistle has led significant research projects including the Evaluation of Local Government Policy for the Welsh Government (2008-2012), Perspectives on Place Shaping for the Lyons Inquiry (2006-2007), and long-term evaluations of the Best Value regime for the UK Office of the Deputy Prime Minister.
His teaching includes International Management at Year 2 and Ethics and Morality of Business at Year 3 of the Business Management program, reflecting his research interests in governance and ethical decision-making.
