Martin Floss is a Professor of Criminal Justice Administration at Hilbert College where he has taught for over 20 years and currently serves as chairperson of the Graduate Program in Criminal Justice Administration. He previously directed the college's Institute for Law Justice in 1999 and maintains active leadership roles in academic administration.
His educational credentials include an Associate of Science (AS) in Police Science from Erie Community College, Bachelor of Science (BS) and Master of Science (MS) in Criminal Justice from Buffalo State University, and a Doctor of Philosophy (PhD) in Criminal Justice from Rutgers University.
Dr. Floss specializes in police ethics, drug courts, police stress, and police use of force research, conducting significant project work for the Buffalo Police Department, City of Lockport, Erie County Juvenile Treatment Court, and City of Utica. As a federal reviewer appointed by the U.S. Justice Department, he monitored Buffalo Police Department practices from 2003-2007 and served on the National Drug Court Institute faculty from 2003-2006.

Dr. Floss maintains extensive professional engagement as a past president and current Executive Board Member of CJEANYS, while holding memberships in the American Society of Criminology, National Association of Criminal Justice Sciences, and Police Executive Research Forum. His advisory work includes serving on the Erie County Law Enforcement Foundation Board and receiving Hilbert College's Advisor of the Year award for student club mentorship. His career uniquely integrates academic scholarship with hands-on criminal justice system evaluation and reform initiatives.
