Markus Müller

Markus Müller serves as Professor of Constitutional and Administrative Law and Public Procedural Law at the Department of Public Law, Faculty of Law, University of Bern, a position he has held since 2004. He previously served as Dean of the Faculty of Law during the 2014/2015 academic year and maintains an active role in institutional leadership.

Born December 12, 1960 in Muri (AG), Müller earned his lic. iur. (1987) and Dr. iur. (1991) from the University of Bern. His professional journey includes assistantship under Prof. Walter Kälin (1988-1993), bar admission in Lucerne (1992), and Deputy Secretary General of Bern's Department of Justice (1993-2004). He completed his habilitation in 2003 and conducted research at Paris' École Nationale d'Administration in 2004.

His research spans Constitutional Law, Administrative Law, Public Procedural Law, Legal Theory, and Public Procurement Law, examining intersections between legal frameworks and democratic governance. Current doctoral supervision includes Lorena Bur's work on public procurement document access rights and Manuela Hugentobler's analysis of political participation constraints.

Müller co-edits the "Small Writings on Law" series (Stämpfli AG Bern) with Pierre Tschannen, providing concise scholarly treatments across legal disciplines and related social sciences. This editorial work reflects his commitment to accessible legal scholarship beyond monographic publishing.

He has mentored over 20 doctoral candidates whose dissertations address diverse public law challenges, including administrative justice mechanisms, constitutional conflicts in infrastructure development, and regulatory frameworks for emerging technologies. Notable former students include Professor Walther Hug Prize recipients Christoph Jäger (2010), Christoph Bürki (2011), and Kaspar Sutter (2014).

Müller actively engages in academic advocacy through initiatives like the Zurich Appeal for Scientific Independence, demonstrating ongoing commitment to scholarly autonomy in contemporary research ecosystems.
