Maria de Fátima Pacheco is a Professor at ISCAP (School of Accounting and Administration) of the Polytechnic Institute of Porto since October 1997. She maintains significant research affiliations including the JUSGOV Research Centre at the University of Minho (Human Rights group), CEOS and CEI Research Centres at ISCAP, and the Jean Monnet Chair on 'Dimensions of the European Union's values'.
Her educational foundation comprises:
- PhD in 'European Union Law' from the Catholic University of Portugal
- Postgraduate specialization in 'European Studies' and 'European Union Law' from University of Coimbra and Classical University of Lisbon
- Advanced training in European Justice on Human Rights, Law of the Sea, Armed Conflict Law, and Immigration Law
Professor Pacheco's research program centers on European Union Law, International Law, and Human Rights, with critical emphasis on Migration Law and the structural relationship between Democracy and Rule of Law within EU frameworks. Her scholarship consistently examines how fundamental rights protections must be embedded across all EU actions, particularly in evolving areas like migration governance. She investigates the EU's essential values through both theoretical analysis and practical application in regional human rights systems.
Her scholarly contributions include multiple publications and lectures addressing the Protection of Fundamental Rights of the European Union and the Regional Protection of the Human Person. Current work increasingly focuses on migration law's intersection with democratic principles and rule of law mechanisms in EU contexts.
Through her roles at JUSGOV Research Centre and ISCAP's CEOS/CEI centers, she contributes to collaborative research networks examining EU governance challenges. Her Jean Monnet Chair membership supports specialized teaching and research on EU values, influencing both academic discourse and policy-relevant scholarship in Portuguese and European contexts.
