Dr Mahmoud Moussa is a Lecturer in Human Resource Management at Flinders University's College of Business, Government and Law. He holds a PhD in Management from RMIT University and has taught Business and Management courses for 15+ years across Thailand and Australia. His research focuses on public sector innovation, cross-cultural management, and human resource systems.

Research Interests: His work examines how organizational culture, leadership characteristics, and government policies shape innovation in public sector environments. He specializes in cross-cultural dynamics, particularly in Southeast Asia and Australia.
Recent Publications: 2025 chapters on digital tourism transformation (Airbnb Vietnam) and dark tourism experiences, plus 2023-2022 studies on public sector innovation systems, cultural perception mapping, and multi-level organizational dynamics.
