Madeline Baer is an Associate Professor in the Diplomacy & World Affairs department at Occidental College, appointed in 2019 and serving as Department Chair. Her work bridges global political economy, human rights, and water governance, with a regional focus on Latin America.

Her research explores how states, markets, and civil society intersect in water policy, particularly through the lens of human rights. She analyzes neoliberal frameworks, privatization debates, and participatory governance models. Her 2017 book Stemming the Tide examines the implications of defining water access as a human right, while her current project investigates evolving international law on economic and social rights.
Google Scholar articles reveal a focus on water privatization, transnational advocacy, and the tension between neoliberalism and human rights. Themes include institutional reform, citizen participation, and the role of state capacity in ensuring equitable water governance across Latin America and the Global South.
