Prof. Dr. Lukas Graf is Head of the Swiss Observatory for Vocational Education and Training (OBS SFUVET) at the Swiss Federal University for Vocational Education and Training (EHB). Formerly, he served as Assistant Professor of Educational Governance at the Hertie School in Berlin and held postdoctoral positions at institutions such as the University of St. Gallen and the University of Luxembourg. His research focuses on vocational education and training (VET), skill formation systems, social inequality, and European policy integration.
His academic journey includes a PhD in Sociology from Freie Universität Berlin (2012), an M.A. in Global Political Economy (University of Kassel), and a B.A. in Philosophy, Politics, and Economics (University of East Anglia).
Key research interests include hybridization of vocational training and higher education, transnational policy transfer, and institutional governance in education. Notable awards include the CIES Best Dissertation Award (2014) and multiple best paper recognitions. He leads projects like the D-A-CH comparative monitoring of dual VET and the ParEdu initiative on transnational strategic partnerships.
Publications span topics such as European skill ecosystems, apprenticeship recruitment challenges, and AI in qualification processes. He actively engages in policy advising, conferences, and international collaborations, contributing to shaping education systems at local and EU levels.
