Lukas Graf is a Research Fellow at the Hertie School and serves as Head of the Swiss Observatory for Vocational Education and Training. Previously, he was Assistant Professor of Educational Governance at the Hertie School (2017–2023), leading the Educational Governance Team. His research focuses on education policy, skill formation systems, and social inequality from a comparative and international perspective. Key areas include vocational training, lifelong learning, and institutional governance frameworks.
He holds academic qualifications reflected in titles such as Prof. Dr., though his current role emphasizes research and leadership in educational governance. His work examines policies in Germany, Switzerland, and Europe, analyzing apprenticeship systems, collective governance structures, and the impact of country size on institutional change.
Labs/Teams: Leads the Swiss Observatory for Vocational Education and Training and previously managed the Educational Governance Team at the Hertie School.
