Lukas Graf is a Research Fellow at the Hertie School and serves as Head of the Swiss Observatory for Vocational Education and Training. Previously, he was Assistant Professor of Educational Governance at the Hertie School (2017–2023), leading the Educational Governance Team. His research focuses on education policy, skill formation systems, and social inequality from a comparative and international perspective.
