Luis C. de Baca is a Professor at the University of Michigan Law School, specializing in contemporary slavery and human trafficking issues. He previously led U.S. government efforts in the global fight against modern slavery during the Obama administration as Ambassador at Large to Monitor and Combat Trafficking in Persons. His work updates Civil War-era statutes to develop victim-centered approaches now adopted internationally.

He has also served as a Senior Fellow at Yale University’s Gilder Lehrman Center and a lecturer at Yale Law School.
