Luca Belli

Luca Belli is a Professor at the FGV Law School, Head of the Center for Technology and Society at the Getulio Vargas Foundation (FGV), and Director of CyberBRICS. He also serves as an Associated Researcher at the Centre de Droit Public Comparé of Paris 2 University, Board Member of the Alliance for Affordable Internet (A4AI), and Director of CPDP LatAm. His work focuses on internet governance, technology policy, and their intersection with trade, law, and human rights.

His research interests include regulatory frameworks for emerging technologies, digital diplomacy, and promoting equitable internet access. He has authored over 30 research outputs in multiple languages, addressing topics like network neutrality, data governance, and the harmonization of global internet and trade policies.

Notable publications include works on data governance in emerging tech contexts and the convergence of internet governance with trade policy. His contributions emphasize human-centred approaches to technology and development-oriented policies.

Beyond academia, Belli has held roles at the Council of Europe’s Internet Governance Unit and served as a Network Neutrality Expert. His interdisciplinary work bridges legal, technical, and policy domains, with a focus on Latin America and global south perspectives.
